When I start Vista Home Premium in Safe Mode, I show only one account.
Should there be an Administrator account as well as a user account? On my XP
laptop, there are 2 accounts shown, one is Administrator account, and then
there is my user account, also set as Administrator. If I remember
correctly, I had to set up an additional account for myself (as
administrator) so that if something went wrong, I could use the other
Administrator account to fix problems on the XP machine. Should I setup an
additional Administrator account on the Vista machine? Hope this message
gets to the user group, as not all messages get there. Thanks.

If there is a valid active account with administrator group membership then
by default the fall back built-in administrator account is not enabled.
There are ways to get it to become active if necessary, I understand that
registry changes are needed to do that.

Personally, I think setting up a second not-used-very-often administrator
account is a good idea. Also make sure you make a password reset disk for
each account!!
