I put Windows Explorer in Programs / Startup but it won't launch.

I've got Windows 2000 Professional Build 2195.

No matter what I do, I can't get Windows Explorer to launch on
startup.

First, by Windows Explorer, I mean the UI that lets you navigate your
PC's device and file tree.

If I click on C:\WINNT\explorer.exe, it launches fine. So I've got the
right file.

So I right-clicked on it, dragged the ghost icon, and created a
shortcut to it in my Start / Programs / Startup menu. But it doesn't
launch on bootup.

But on my old Windows 98 PC's startup, it launches fine.

What's going on?
