Is there a compiler for access 2003 as I need to distibute a db within the
company to people that don't have access.

No, there is no compiler to convert an Access 2003 database to exe.

You need to distribute a run-time version of Access with your database, to
do this, you need the Visual Studio Tools for the Microsoft Office System
which includes the Microsoft Office Access 2003 Developer Extensions. See
