I need an ISP base programm

Program explanation:

This program is ISP base. That means, whenever an Internet user tries to
contact MY ISP, after logging in to the Internet, a banner pup up exactly the
same time of connection. This banner is always on top of the internet page.
It does not matter how many page does the user open, the banner is always
shown on top of the pages. This banner should change its position every 5
minutes from top of the screen to the bottom and visa versa. The advertising
on the banner should be change every 1minute (the system administrator should
be able to change the time for each add in the banner.)

If the user of Internet try to close the banner, he or she MUST be kick out
from the Internet and he or she MUST try to connect to the server once more
time. That means the user MUST NOT close the banner.

The system should keep the record of each advertising show off. That means,
if one company willing to show its advertising 5 times per minute, that means
the company willing to have its advertising (5times/min*60min/h=300 time
show/h). The system should be able to keep the record of number of shows. For
instance, if one Internet user uses the Internet for 25min, he or she MUST
see the particular advertising in banner (25*5= 125times). If the Internet
user logged off from internet in the 25th minute when he or she contacts to
the server, MUST see the REMAINING amount of show. In this case, 300-125= 175
times of show left for that particular advertising. The program should be
that much inelegant to keep the record of the number of shows.

Each user has a serial number which is pre-define for him or her. And every
20 or 50 serial number is called ONE PACKAGE. The advertising for each
package is vary or deferent. For example, there might be 10 users of Internet
are connected to the server same time, but with 8 deferent serial number
package so, the system should show 8 deferent banner in same time to 10
users.

questions and answers related to the database program named Microsoft Access.
I don't know too many people who enjoy getting blitzed with annoying
advertising banners. Thank goodness for pop-up blockers!

You need to ask in a newsgroup for Q & A about building web sites. I would
guess that you are not going to find exactly what you are asking for,
already built. You may have to learn some website development, or hire
someone to do it.

This newsgroup is about Microsoft Access database software, not about the
