Seriously: hit CTRL-Home while the document is open (brings you to the
very beginning of it).
Then hit <RETURN> (once). Now go to Format | Paragraph, into the 2nd
tab, and check "PageBreakBefore".
[If you don't find that, you're most probably in Word 2007, and somebody
else will direct you.]
You should have an empty first page now. Go back to it (cursor on the
1st page), and hit CTRL-SHIFT-N (this applies normal style to this
paragraph). Voilà , there's your empty title page, and you can go work
with it.
Depending on your section properties (Headers and Footers, mostly, and
your page numbering), you might or you might not need to do some more
work, but I wait with that advice until you tell me which version you
have, and what else is "wrong" with your numbering, headers, etc.
