a labor scheduler can vary from company to company, industry to industry,
job to job. without more info about the inner working of your company, it
would be hard to suggest anything.
but microsoft does have templates for just about everything. see this site.
you can brouse the mcrosoft template library and maybe find something there
that fits your needs. if not, maybe you might get some ideas.
