i use windows vista home premium, and i wanted to make a partition on my
second empty hdd, and by mistake i made the second disk active or something
like that. i have two hdd, one with vista and the other is empty. will my pc
still work?

Yes. You may want to put a partition on the second HD if you want to use it.
Vista will boot from the first drive and allow you to write to the second
drive if you activate it and put a partition on it. If you are able to send
this from your Vista machine, it must be working.

can i undo this option, so to make the second empty drive inactive
again?

Yes, have a look here,
http://forums.microsoft.com/TechNet/ShowPost.aspx?PostID=2638217&SiteID=17

Make sure that you select the right HDD, you don't want to set your HDD
where Windows Vista is installed to inactive.

If you can't boot windows because you set the HDD with Vista to inactive by
mistake and you have a DVD with Vista, then power up the system with the DVD
in the drive to get into its Setup.(make sure CD/DVD is set to boot before
HDD in the BIOS settings)

You have to select a language and click "Next" on the first screen that
appears. Then click "Install Now". When you're asked for your product key
press SHIFT-F10 which will open a Command Prompt from where you can run
DISKPART and set it to active again.
