I keep getting time-out when sending/receiving emails in Outlook

For two days I have not been able to send/receive emails in Outlook - error
message.(Ox8004210B) - timeout while waiting for response from SMPT server.
My ISP cannot sort problem - but set me up to send receive on the Yahoo site.
I have used Outlook successfully for more than three years - but I cannot
sresolve this problem -who can help?

Hi There

The error message that you get is mostly due to some third party software
(Like anti virus ,firewall programs etc..) blocking your outlook from sending
out email messages.To resolve this please follow the follwing steps...

Click start->control panel->add/remove programs->and remove the antivirus
programs.
