I just got msn email and can send but not recieve email

I have gone to the help and did the tools (manually and configured outlook to
automatically retrieve new messages but it dosent work, and when I click the
regular send/recieve on the tool bar it appears for a flash sec. and then
gone.
Can anyone help me? I'm feel like a dummy!
