I have to login? I can't get in my mail, but I can send

Hello,
All of a sudden I have to login to receive my e-mail? I don't have any idea
how? If I don't login and try to send anyway I get this message:

Account: 'mail.blomma.nl', Server: 'mail.blomma.nl', Protocol: POP3, Port:
110, Secure(SSL): No, Error Number: 0x800CCC17

I can send e-mails without any problem.

I hope somebody can help me to solve this problem.

Check with your ISP that they aren't having difficulties.

Assuming your mail provider isn't having difficulty, the next most likely
cause of this problem is interference from a non-compatible antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus must be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
