I have problem with sound when playing something by IE

Dear Sir,
i have a problem in windows XP pro. when i try to play some multimedia files
through internet explorer. for example playing a flash clip through internet
explorer the sound is scratchy and has a very bad quality but when i
minimize internet explorer and put i task bar the sound will be good!!! may
you please let me know what the problem is?
i have onboard creative sound balster. mail board is Giga 7ZX.
Meanwhile i performed direct X , it says that my "sound card does not
support hardware buffering , sounds will only play back from software
buffers"
what does it mean? can it be related to the problem i have?
