I.E. 7.0 does not work and creates shortcuts

The Internet explorer for some reason does not work, When I click on it, it
just simply creates shortcuts. But then when I sign in on AOL and I am about
to go to a new website, all of sudden, the internet explorer has 58 open
windows and I can't even close them with shutting down the computer.
When I run Norton Anti-Virus and Adware and even Spybot, the results comes
up that there are no infections.
What can this be?
How do I fx this?
Any help in this matter would be great.

Look below your post and you will see the same issue as yours, it apparently
to do with the Filetype association.

To modify an existing file type

I am having the same issue, but this does not fix it.
"Open" is already the default, and "Copy" is not an option
Correct me if I am wrong but this just tells the computer what program you
want to use to open an HTML file.
I had this problem on another client's PC and ended up reinstalling windows
from scratch, ther has got to be a better way.
