You also need to uncheck the following item in the folder view options
Hide Protected Operating System Files

Go to Start, Control Panel, Folder Options, View, Advanced Settings and
verify that the box before "Show hidden files and folders" is checked
and "Hide protected operating system files " is unchecked. You may need
to scroll down to see the second item. You should also make certain that
the box before "Hide extensions for known file types" is not checked.

Notwithstanding there remain some files which remain hidden. You still
will not see the System Volume Information folder.

Why are you even looking for System Volume Information? You don't even
need to know that such a folder exists in order to use System Restore.
If System Restore is failing with a message to the effect that the
System Volume Information folder is missing, then you probably are SOL.

For everything you wanted to know about System Restore (and more), see
MVP Bert Kinney's site: http://bertk.mvps.org/

GOOD NEWS I was able to operate System Restore. The trouble was caused BY
NORTON 2007. I had to shut off product protection in NORTON. Below is the
Link for the info. Many thanks to all that responded.

http://bertk.mvps.org/html/symantecdoc1.html

Situation:

You have installed a 2006 or later versions of a Norton program, such as
Norton AntiVirus 2006, Norton Internet Security 2006, Norton Personal
Firewall 2006, or Norton SystemWorks 2006. You run the Windows System Restore
to restore your computer to a previous point. When you do, you see:

Message: "Restoration Incomplete. Your computer cannot be restored . . . "
when you run Windows System Restore

Solution:

For Norton 2007 product

STEP 1 Temporarily turn off product protection

Start your Norton product
On the Norton AntiVirus tab or the Norton Internet Security tab, click
Settings.
Under Basic Security, click Auto-Protect.
Click Configure.
In the left pane, click Miscellaneous.
In the right pane, under How to protect my product, uncheck Turn on
protection for my Symantec product.
Click OK.
STEP 2 Run Windows System Restore

Follow the operating system instructions to run Windows System Restore.

I knew Norton could stop a user restoring from a restore point. I did
not know it stopped the System Volume Information folder being visible!
Thanks for letting all know how your problem was resolved.

I never bothered any further to find volume control folder. I knew it must
exist to have my system restore, I think MicroSoft makes it hard for us to
find folders etc. that are hidden.
Thanks for all the Help.
By the way I live In Montreal CANADA
