I use word 2003, but each time I want to translate a document of a word it
automatically conect to the net to accomplish this. Is ther no way one can
install the dictionaries or tranlator to do this without connecting to the
net?

Word has no ability to translate between languages. The limited function
provided is by means of third party web applications.

Actually, Word 2003 does have the built-in ability to translate single
words, but only in the languages for which proofing tools are installed.

So if I needed to translate something in latin, it can't translate because
the dictionary is not installed???

Correct.
