I can't receive E-Mail, but can send in Outlook Express

I get the message: Receiving 1 of 8 messages,and the arrow keeps going in the
box, but after 12 hours, I still don't have message 1. The green bar only
moves a couple notches. I have contacted Road Runner and checked all my
settings. Still nothing happens. This started this morning and I tried
everything, even deleteing
EZ Armour 2005 and Pest Pest Patrol. I am running Windows XP on a new
e-Machine. I have re-started my computer numerous times.
