i cant open my previous saved files correct

when ever i open my previous saved files than a converter come and change the
language and format of my file what is and why is this

Are these Microsoft Access database files (the subject of this
newsgroup) of some other sort of files? What "Converter"? More details
please - *you* can see your computer; we cannot!
