I can't open attachments once moved to a folder

When I move an email with an attachment to a folder and I go back to the
folder to open the email and the attachment, the attachment is gone and the
little open envelope icon next to the email has changed to a different icon
looks like a open letter now. How can I change this or fix this so this
doesn't happen again. I need those attachements. Thanks
 
Is this a folder in Outlook that the emails with attachments are being moved
to or are they being saved Outside of Outlook?
 
I save the email with the attachment into a Outlook folder, not outside of
Outlook. I have looked at every option and I can't find anything as to why
once I move it and it isn' immediate but a week later or so the envelope icon
changes to this other icon and then I can no longer open the attachment when
I go back to it. I sure hope you can help me. Thank you!

It looks like a open letter it is really hard to tell what it is, but that is
what it kind of looks like. Thank you
