I cant make a file transfer wizard disk on my Windows XP Med Cent

I want to transfer my data from my Windows 98 (second edition) to my Windows
xp. when I open file transfer wizard, the create a wizard disk option would
not let me click it. its a lighter color. how to i fix this?

The option to create a wizard disk will only work if there is a 3.5
inch diskette drive installed in the computer or if there is a USB
"thumb drive" inserted.

Note that with a thumb drive you will have to install drivers for it
on the Windows 98 SE machine in order to use it there.
