I can't launch any .exe files

I recently updated the Norton virus definitions files on my Windows 2000
machine and after doing so none of my .exe files will launch when double
clicked. I can back into them by choosing a data file and choosing open
with. How can I restore the system so that the .exe files will run by
selecting them directly?
