I can't find the Folders of other languages !!

Hi,
I'm just installing windows vista ultimate, "Spanish verssion" ..
I try to add the the arabic language to the task bar as I'm used to have it
in the other older verssions of "windows" such as: 98, Me, XP .. but it was
useless.
I tryed the normal steps through: "Langauge and Regional Options", But I
can't find any option that may help like "Suplemental language support to
insull files for complex script and right to left languages". or any other !!!
How can I solve this problem??

Go to Windows Update.
From there you can select the languages you want installed.
Go to Control panel "Clock, Language, and Region."
From there "Choose a Display Language"
