What does all of

and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
In the right-hand pane, delete "NoChangingWallPaper" or change the value

[HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System]
mean?

I am having the same problem as the original author of this post had but I
have no clue what those terms mean you posted. Please help in layman terms.
Thanks.

The instructions I provided is for removing Policy restrictions which
enforce the Desktop Background to have only one background and cannot be
changed by the user. These policy restrictions were most likely caused by
spyware or malicious software. To simplify the registry edit to remove the
policy restrictions, I created a file that will automate this for you.

The following link will remove the restrictions for you which will make
things a lot easier. Download and save the "bckgrnd.reg" file to your
desktop from the link I am providing.

http://www.lprf.ca/files/bckgrnd.reg

You can view the file by right-click the "bckgrnd.reg" file on your desktop
and select edit. To merge the file into the Registry and remove the policy
restrictions, right-click "bckgrnd.reg" and select Merge.

Oh, thank you! Thank you! Thank you! Thank you! Thank you! Thank you! For the
last couple of months, all I have been able to do is change the color of my
background, and let me tell you, even I can only look at purple for so long!
This thingamabob worked like a charm the very first time. So, again, THANK
YOU!

I have to give you a HUGE thank you for your advice. I recently had some type
of virus/spyware and my desktop background went all blue and I was unable to
change anything. As a last resort, I checked out this message board. I
clicked on the link you advised and, like magic, my desktop wallpaper is back
and I can change it as usual. Thank you so much!

Hi Bill, I just had to stop and say Thank You for writing this program and
posting it on the Board.

I've been working on this problem for over 24 hours. A Virus Program "Pest
Trap" zotted on my screen while shopping on the Net. It not only scared me
half to death but it carried with it a Trojan Horse. I'm naming the
intruder, Pest Trap, so nobody buys it. Like the others, my screen went
black and my Properties\Desktop Background feature was totally unusable.

Your effort was so thoughtful and most appreciated.

Thank you so much. I downloaded the repair and it worked. I've had a blue
background for over a year. Now I can finally change it.
