I can't always reply using my preferences

I have my Outlook preferences set to include and indent the original message.
I have set the mail reply fonts to Arial 10 blue. I have selected Rich Text
in Tools|Options|Mail Format. Yet sometimes when I reply or forward, I get
the format I want, and other times I don't. When I don't, the original
message is not indented, and the reply isn't my font. The header bar says I
am in plain text, and I can override it, but why do I have to? As far as I
know, I have verified every possible setting. Is it possible for the email
originators to force replies to come in unformatted?
 
Replies always default to the format of the original message (good because
you're pretty sure a person can receive messages in the format they sent
you - especially when you're talking about HTML & RTF, RTF being the most
exclusive since only MS mail clients can interpret it).
 
Outlook replies in the format the message arrived in and when a message is
in plain text, it's not indented.

Frankly, using RTF as the default is stupid for internet mail as only other
Outlook users can decipher it - everyone else sees plain text only. Changing
the format (even if you choose the friendlier HTML format) is poor

Thanks, this was helpful, if not as respectful as Vince's reply. I'm
surprised that netiquette doesn't require us to be as gracious online as we
are in person. Then again, maybe it does, and you were.
