I can't add a new E-mail account

Trying to add an additional e-mail account to my outlook 2003. Test setings
and got Enter network Password comes up. I enter and it keep coming up.
server not able to accept user name or password.
 
If you are certain that you are using the correct username and password, then this is a question for
the administrator of your e-mail server.
 
Trying to add a new user name and password. Currently have two. I added one
before with no problem. Put in all info same as other accounts except for
new email account, user name.
 
Trying to add new user name and password. Entered the same info as my two
other accounts except for new e-mail and user name.
 
To my knowledge, Outlook does not provide the capability to create new user logins on the e-mail
server. It has always been my experience that the user name and password must have already been
created on the server before Outlook can use them.
