I cannot receive e-mail

New computer with Vista.
I cannot receive e-mails.
I have spent hours on the phone with my ISP to ensure settings are correct.
I have removed the trial version of Norton Internet Protection.
I have tried installing Outlook 2003.
The bottom line is the e-mail programs can send messages but will not
download the messages from the ISP server.
By the way - no error messages - including when I send Outlook's "Test
Account Settings".
Any help in resolving this issue would be greatly appreciated.

What ISP?
 
So neither Outlook nor Windows Mail will receive. When you
click the Receive button, does the email program appear to
go through the motions of contacting the server? Is there a
status message that says, No new mail?

As a test uninstall your antivirus, reboot, then try receiving.
Let us know what happens.
