I cannot delete a folder

I had Windows XP Professional Upgrade installed over the \WINNT folder from
Windows 2000 Professional. I installed driver application for Brother 8840DN
network printer and a folder was created inside Documents and
Settings\Administrator. Later I had to reinstall Windows XP Professional
from the same Upgrade CD. This time it created \WINDOWS folder to store
Windows files. However inside the \Documents and Settings folder, it created
\Administrator.BILAL-LAPTOP folder.

I cannot access one folder however from the previous Administrator folder.
Safe booting Windows doesn't help. How can I delete the old profile folder?

Right click on target folder,
Select properties.
Select security tab in target folder's properties.
Add current (new) administrator account.
Give full control permission to new administrator account.
Click advanced in security tab.
Select owner tab,
Change owner to current (new) Administrator.
Click OK to close properties, then try to delete target folder

This helped.
I had to turn off simple file sharing to expose Security page in the
Property dialog.
