I can send but can't RECEIVE emails in Outlook '03 upgrade

Recently went from Express v6 to Outlook 03. All settings have been double &
triple checked; addres book works, sending emails works, I just cannot
receive anything- sent myself test notes. Went to send/receive settings- no
luck.

I have this same problem but only for an additional e-mail account. My
default account sends/receives just fine. You, Vince, and a Brian seem to be
common respondents to this issue. I do get an error message but it's
different from the ones I've been reading in this thread. To wit:

Task '(name of account)- Receiving' reported error (0x8004210E) : 'Your
mailbox is temporarily unavailable because another e-mail message is being
delivered to it or another mail application is accessing it. The server
responded: -ERR box locked'

What does this mean? I have a POP mail server with my ISP. And how is the
[Inbox] "locked"? Any help.

Usually you'll see that error is something else is accessing your mailbox.
Another computer or program on your computer might be the culprit.

Thank you, Vince. During these attempts the only application I have running
IS Outlook. How can I check mail if it's not open. I have it configured to
run a send/receive upon launch and, of course, ever time I open Outlook, I
get this message for the new e-mail account. Default account is fine; no
blocks, no errors. Only the second account. Strange.
