I am trying to add a sub-form, but the button is disabled?

In form design mode, which conditions cause the sub-form button to be
disabled? I am trying to add a muilti-record sub form to the online issue
tracker template: issues form. The link is created and it works elsewhere.

Which version of Access do you have? I have never seen a condition where any
tool in the toolbox has been grayed out.
