Hyperlinks of maps

I have serveral maps on my site with hyperlinks on the map. In order to use
the hyperlinks I must fix the pixel size of the map so the hyperlinks remain
at a particular point in a map. Is there a way I can use percentages for
the map and have the hyperlinks remain in the same position on the map?
 
No, as the image map coordinates are based on the overall image size and the
location of each hot spot within the image.
