is there a way to make a hyperlink attach a pdf to an
email without an email address in the "TO" box? I want
employees to click on a link that attaches a pdf document
to a blank email, then they would fill in the email
address of the person they want to send the file to.

an easy way to do this would be for you to make a "template" email the way
you want and save it into the drafts folder. then the employee could just
right click the email in the drafts folder and select forward. they'd only
need to type in the email of the person they want it sent to.
