Hyperlink got disabled in outlook and words.

I tried to do reset in the internet explorer advanced setting which i reset
all settings.
and go to default program and do the necessary adjustment to outlook and IE
etc.
I even go to the extend of editing the registry but it still doesn't work.
it happens to a vista user using IE 7+ Office 03 in the first place, i
upgraded it to IE 8 + office 07 and it still doesn't solve the issue.

I posted in experts-exchange but still luck.
i was wondering ifi microsoft forum would help me.
i appreciate if any one can help me in this.
 
there isn't any group policy that setting that prohibit that machine.
that guy is in domain and limited user.
but others are fine except this guy.
