huge shortcut problem ::help::

Hi, I have a problem Im hoping you can help w/ - none of my
shortcuts work (except URL shortcuts)

Some things you need to know:
OS: Windows XP home
I feel the problem relates somehow to missing registry entries
Several programs have assured me that I have no viruses,
trojans, spyware of malware that could be causing this
problem.
(I have run Anti Trojan and the Cleaner Pro for Trojans,
AVG pro fully updated for viruses, Spysweeper 2.6, Spybot
S&D 1.3, Spyhunter and Adaware 6 for Spyware/Malware)

Ok, now let me fully explain the situation. None of my
shortcuts work, even the ones I create directly. This is
what they are like:

-They have the shortcut arrow, so they are definitely
intended to be shortcuts
-They have the "blank logo" that windows asigns to things
that are missing or unknown, even when they should have
other logos (like the AIM logo or the Cleaner logo)
-They all point to the correct paths, let me make
that clear as well.
-Right Clicking them I get the following options: Send to,
Cut, Copy, Create Shortcut, Delete, Rename, Properties
-Upon clicking them to open, nothing happens, the program
or action does not run. The shortcut icon then becomes
transparent for some reason.
-On the properties tab I have fiddled around with certain
ones to change the "Read only", "Archiving" and "Indexing"
but they still act the same, not working.
-On the general tab they note the file name they intend to
launch
-On the general tab it says "type of file: shortcut" as I
believe it should.
-On the "shortcut" tab under target it says "location of
file it's targetting here" for instance "C:\Program
Files\AIM\AIM.exe" and the files it targets are valid files
-When manually starting the EXE's my shortcuts target, the
EXEs work as they should, yet the shortcuts targetting them
don't work to run them.

What can I do?
