HTMLHelp question

I know this is not VB but I'm hoping someone here understands this problem.

I want use HTMLHelp.

I've had it installed for years but never used it.

I believe I have version 1.4

When I got the message below I tried to download and reinstall it but at two
different MS sites I downloaded what was claimed to be version 1.4 but got
1.3 (I found out it was 1.3 when I tried to install it.)

When I tried to install it I received the message that a more recent one is
already installed.

Can anyone tell me either how to clear up the error message below with my
existing version or how to get a new copy of the latest workshop?

Any why does it look like I have version 4.74.8702?

THANKS
