HTML tag <object> don't create object in IE winxpe sp2

IE under WinXPE SP2 does not create object according HTML tag <object>.

Under WXPP SP2 this page run correctly.
 
For example, next page (Licensed Class Manager instructed to load license
description file)

insted display:
