html signature

I created a signature in Frontpage that I would like to use in Outlook 2003
but the signature does not come up. Instead, I have a red X box. Here is the
code:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
<HTML><HEAD><TITLE></TITLE>
<META http-equiv=Content-Type content="text/html; charset=windows-1252">
<META content="MSHTML 6.00.2900.2802" name=GENERATOR></HEAD>
<BODY>
<DIV align=left>
<MARQUEE id=Marquee2 style="WIDTH: 271px; HEIGHT: 36px" trueSpeed
scrollAmount=1
scrollDelay=13 behavior=alternate border="0">
<DIV><FONT face=Papyrus color=#0000ff size=2><STRONG>Victor
</STRONG></FONT></DIV>
<DIV><STRONG><FONT face=Papyrus color=#0000ff size=2></FONT></STRONG></DIV>
<DIV><FONT color=#0000ff <DIV><FONT face=Papyrus color=#0000ff
size=2><STRONG>title</STRONG></FONT></DIV>
<DIV><STRONG><FONT face=Papyrus color=#0000ff size=2>phone
number</FONT></STRONG></DIV>
<DIV><FONT color=#0000ff
size=1><STRONG></STRONG></FONT> </DIV></FONT></MARQUEE></DIV></BODY></HTML>

What am I doing wrong?

Marquee is an IE browser only tag

The scrolling Marquee on the site only works on three of four. On NN7, the
top marquee doesn't move.

Frankly, NN7 is a dead duck anyhow. I would no more code for it than I
would for NN4. But - it's really up to you and your target demographic,
which I cannot know.
