HTML messages creating .eml attachments

I have a user who is using Word as his e-mail editor and sending out all
messages as HTML. When he sends a message to certain recipients, Outlook
creates two attachments: winmail.dat and <message title>.eml; the latter is
the text of the e-mail and our mail security app strips both attachments from
the message. The result of this is that the recipient gets a blank message
with a note at the bottome about the attachments that were deleted. Why does
this happen and how can I prevent it from happening? (I should note for the
record that the user in question is my boss, so any assistance you can
provide would be greatly appreciated.)

Something seems wrong here because a .eml message is an Outlook Express
message, not Outlook. Is he composing his message in Word and then clicking
the "E-Mail" button on the Standard Toolbar (or clicking File>Send To>Mail
Recipient)? If so, I'd have him open Internet Explorer and click
Tools>Internet Options>Programs and examine which mail program is in the
"E-mail" drop-down. My guess is that it's Outlook Express.
