HTML message displays blank pages as breaks in JPEG

I use Publisher 2007 to create my office newsletter. When emailing to the
office via Outlook 2007, everyone can see the message without error. On my
computer, however, the message appears to 'break' at a standard page length,
insert the length of a blank letter-sized page, and then resume the rest of
my message. I am sending as JPEG, not as a message. Is there a reason why
I would see this error while everyone else does not?

is there a reason you are using publisher and sending a jpg and not an html
message?

Are you viewing a received message or a sent/unsent copy?

I just upgraded to 2007 from 2003 and am trying to retain the message format
we've historically used. HTML doesn't display properly due to shifting,
stripped images, etc., but there are no issues when selecting the option to
send as a JPG.

I am viewing my own received message. My email preview appears correctly;
other end users' messages are received correctly. It is just mine, as the
author, that does not display the message correctly. I'm just not sure if
this is a Publisher or Outlook issue.
