html links in outlook 2002

suddently (i think after i installed a security update), i cannot get links
in incoming outlook (not "express") html email, to work.

When clicking one, I get a dialog box which says:

"the operation has been cancelled due to restrictions in effect on this
computer. See your system administrator".

I am the sole user of this machine and am logged on as "administrator".

does anyone know where i can find a setting to allow links in email to work
(i have tried various security settings in "trusted zone", etc., and nothing
makes any difference)?

This problem almost sent me over the edge but here is how I fixed it.

Open internet Explorer and select the 'Tools" menu and select "Internet
options"
Click on the "Programs" option.
After the list of Editors, there is a box down towards the bottom labeled
"Reset Web Settings".
Click on it and it should solve your problem, it did mine.
