HTML links do not open in IE 6.

I have a user who is attempting to open an HTML link to a
*.ppt file. When he double-clicks the file, it will not
open at all, either within the existing browser window or
by opening a new one. There is no error message
whatsoever, and the PC does not freeze, but continues to
operate normally.

If the same user (same computer) right-clicks on the file,
chooses "Save As," and saves the file to the desktop, it
opens within PowerPoint with no problem at all.

I've attempted to uninstall/reinstall Internet Explorer,
and I've been into the Registry to try and change the
DWORD values in HKEY_LOCAL_MACHINE\Software\Classes for
*.ppt files, but neither operation helps. It's doubtful
that reinstalling the Office Suite will help, because the
problem is most likely with the way that IE is seeing HTML
links to Office documents.

Here are the specs on the user's computer:

Computer Type: Dell Optiplex GX260
Processor: Intel Pentium IV
Operating System: Windows NT 4.0 Workstation
Service Pack: Service Pack 6a
Office Suite: Office 2000 (PowerPoint 2000)
Internet Explorer Version: 6.0.2600

The knowledge Base only gives me somewhat-related items,
none of which seem to work. I'd really rather not rebuild
this machine, but if I can't find an answer, that's what
I'll have to do.

PPT97: PowerPoint File Does Not Open in Web Browser Window
When you open or select a Microsoft PowerPoint presentation in Microsoft
Internet Explorer 4.01 or later, the presentation does not open and you
receive no error message. However, when you attempt to open a Microsoft Word
document using the same method, the file opens as expected.
