HTML connctions on Outlook Express

I am trying to read E-mail with attachments.
This I usually do by going to VIEW and clicking on MESSAGE IN HTML.
When I had to reformat my harddrive and then reinstall Outlook Express, the
MESSAGE IN HTML command in VIEW is in grey so cannot be used.
My question is how do I get that command to be useable?

In OE, Tools, Options, Read tab, is 'read all messages in plain text'
checked?
Is the email an HTML email?
