I bought a used HP Scanjet 3200c for my son and it had no owners manual
nor driver. I downloaded the driver from HP and it works fine except
for one thing, how do I turn it on/off. I know to unplug it but that
doesn't seem like the proper way to power it down. Help please.

Many scanners today, do not have a power switch.
It is a cost cutting method by the manufacturer.

What do you expect, when you can buy a 1200-2400 dpi scanner for $50.
That scanner just about three years ago would have cost $300.

The following goes for all computer equipment: PC, Scanners, Printers etc.

NEVER turn them off. Always on. Less wear and tear on the system. Do
set your monitor in Windows to Power Save and it will turn almost off
after a certain time interval. The amount of juice the system will use
is low.

Is this still true for a scanner that I use maybe once every two weeks
or so? I worry that the bulb has a finite life and will start going dim
after a while.
