hp laserjet 2300 wiered problem

hi

i heave lj2300 with wiered problem. it is displaying a no toner message
but toner is present. i heave tried with new one and still same msg.
im trying to narow the search for foulty part but on service manual
there is nothing that could help me

i hope that some of the gurus here might help me with this one

p.s.
i suspect that formater is bad but cant confirm this

whell it is not a formater board ; i heave replaced it with one from
working printer and i get same error

could it be that engine contoller board is one to blame
