How to Write a ToolBar or a Wrapper?

I want to write something like http://toolbar.google.com or yahoo's toolbar
or something like IE2, a wrapper of IE that I can add some of my own skin
and content to the IE/NS application.

I have seen several sites and program to do that for a fee, but I want to
learn from scratch. Please point me where to start first.

I feel iecustomizer is the maker of MyIE. I wonder if I customized the IE,
can I redistrubute it?

My intention is to add my content to the IE (direct connect to my clients)
