how to view/change file permission in XP home?

In XP home sometimes I need to view/change file permissions to fix network
sharing problems.

Are there any freeware to do this without upgrading to xp pro?

Based on my research, you can try to boot the computer into safe mode, log
on as an administrator and change the file permissions.

I have searched but found nothing tools related this.
