I understand you want to know if there is any freeware to view/change file
permissions in Windows XP Home. If I have misunderstood, please feel free
to let me know.
Based on my research, you can try to boot the computer into safe mode, log
on as an administrator and change the file permissions.
I have searched but found nothing tools related this.
