How to use TAB key to demote items on an Outline

On my computer, pressing the TAB key does not demote items on a numbered
outline in Word 2003. How can I set the TAB key to demote items on an
Outline?
 
Tools | AutoCorrect Options | AutoFormat As You Type: "Set left- and
first-indent with tabs and backspaces."
