How can I create a data base of customers and then manage to send circulars
to all of them from time to time whereby each letter will have names of
different customers. Is there any way the computer can print out mailing
labels to each customer at the same time?

What you are describing is a mail merge. See these articles:

You might find it easier to add your customer names to your Outlook Contacts
list and assign them a suitable category to identify them from your other
contacts. You can then easily select which records to use for the mail merge
by filtering the view - see http://www.gmayor.com/mailmerge_from_outlook.htm
