How to "un-gray" options

How can I "ungray" these options?

In OE6
1.. Tools>Options>General tab.
2.. In the Default Messaging Programs area,
click Make Default for news or e-mail.

First off, an alternative to OE for news or email must be installed on your
computer. Mozilla Thunderbird would be one such option. If you have configured
the other program as the default email and/or news program, the "Make Default"
button will be available.

Here's an alternative way to configure default email and news programs.
Go to Control Panel and double click Internet Options.
Click on the Programs tab.
Here you can choose the program you want for news or email.
