how to type a "~" above a letter

How do I make it so that I can write Senor with a "~"
above the n?
 
In that particular case, you'd enter Alt+0241 where you'd like the ñ. Take
a look at Start--Run--charmap. Note the keystroke indication in the lower
right when you select the ñ character.

Ray at home
 
Press Keys (numbers on the numberpad on the keyboard): alt+0209 and you'll
get Ñ alt+0241 and you'll get ñ
OR, you can copy and paste from the Character Map (Start
button/Accessories/System Tools/Character Map).
