Is it possible to tell if the OEM CD Key key that you buy from local vendor
are the generic OEM from Microsoft? I have an OEM key for XP Pro which I can
not seem to activate and I am wondering if my vendor is trying to pass off OEM
specific keys instead?

I would call Microsoft's activation hotline when you try to activate
instead of using the internet activation choice. The agent should be
able to tell you why your license can't be activated, if indeed that is
the case. Either that or you will be able to activate and you won't
have anything to worry about.

It is illegal for someone to only sell Product Keys.
A Windows XP license is only complete when you
acquire a genuine Microsoft CD, Certificate of Authenticity,
and the appropriate documentation found in a shrink-wrapped
package or sleeve.

For example, Sony does not provide WinXP CD with notebooks (i bought one) or
any WinXP guide. They have only OEM label with serial number on notebook, and
a program to create Recovery System DVD/CDs.

Sony has met its obligation by providing the means to create
the recovery disc that can presumably be used with the PK on
the OEM label.

The only way is to call the Activation Centre and find out by trying to activate with the key. I have had the same thing happen to 1 of my clients when a vendor passed off a OEM key with his purchase of a retail XP PRo CD that he gave with her purchase of a refurbished system

If they're selling keys with nothing else, they aren't legit. Generic oem
products come with the CD and key on the coa, and there's be no reason for a
seller to keep the cds.
