How to take off the shield tag on some shortcut icon?

How to take off the shield tag on some shortcut icons?

My OS is Vista B2. The OS add a shield tag on some shortcut icons. I want to
take off the shield tag. How to?
 
I suspect that shield means the program requires administrative permissions
to run, but without knowing what program icons the shields are on I am only
guessing.
 
Maybe you are wrong, I choose "Run this program as an administrator" in
properties of some program, but the shield is always on it. I guessed it's
about the windows firewall. However, it isn't useful that I add the program
which shortcut icon has shield to "windows firewall exceptions".

The windows shield is displayed on programs that automatically ask for
permission to run (elevate) every time they are started.

I am not aware of any way to remove this icon from such programs, without
changing their behavior.
